At the same time, it has decided to separate the police investigation from the functioning of law and order so that the police system in the state can be strengthened and to ensure the accuracy of the cases of felony crimes. The Chief Minister made clear instructions to the Home Department that besides the introduction of recruitment process on priority basis, work should be started for distribution and this process should be completed by November 30.

There has been no recruitment in the Jail department for last long and the Chief Minister, who has the Home Department, kept the agenda of filling up the vacancies in the jails on the first-come basis in this department. He has ordered to fill 1200 posts of jail staff so that the locals and gangsters in the jails could get around the nose, because many of these criminals have reported reports of continuation of their activities from the jails. The Chief Minister has approved the recruitment of 2000 police constables in Punjab Police in the current year and this year the same recruitment will be made and this recruitment process will last for the next four years. Apart from this, the Chief Minister also ordered the appointment of constables and sub-inspectors in the intelligence wing of the police so that the department could be fully equipped to deal with the new challenges of the gangs and criminals in the state.

     The Chief Minister had presided over the meeting on the law and order situation with top police officials two days ago. Meanwhile, being a border state, he stressed the need for the Punjab Police to fully enable the Punjab Police in terms of human power and equipment. During the meeting, he was told that due to absence of appropriate policy for the recruitment of employees in the police on regular basis for the last several years, the police force has had a very bad effect on the working system. The Chief Minister has ordered to take immediate steps for the completion of a separate cadre by separating the functioning for arrangement for investigation and order of law and order and to complete the process by November 30, 2017. Under the new system, the police stations will have separate inspection units and sub station units. The inspection unit will be dedicated to ensuring the completion of investigations in serious time and serious crimes, while the prosecution related judicial courts will properly present the criminal cases and ensure the case is fought.

     The decision to exclude the functioning of the investigation department from the functioning of law and order was done so that the law and order arrangements in the investigation of abusive crimes were not hindrance. Its purpose is to enable the investigating officer to collect solid evidence with professional and high level expertise.  In this regard, the duties have been distributed on the apex of the directions of the Supreme Court and the orders of the Punjab and Haryana High Court.
